Nice going with the rules! I HATE it when a site only allows 3rd person...always enrages me when they limit writing style! Same for the IC post length limit. Doesn't give complete writing newbies the wrong idea (which is the longer, the better), but doesn't leave people wondering how to respond to a one liner. And it gets people in the habit of description, which is always nice. ^^
You might want to be more lenient with the title rules...I mean, who really cares if one bio is titled Fireheart / ThunderClan and the other is Fireheart of ThunderClan, or if the other is with a {heart} of {FIRE}, ThunderClan? Same with the naming rules, over hearts and stuff..
The plot should be widened in scope; what fun is it on a RPG if it centers one she cat of one Clan? Of course, the plot is sort of vague as it is...I wouldn't know... >.>
I like the skin; not pretentious or grey like most RPGs are nowadays but it doesn't burn the eyes. However...the layout IS sort of messy. I would place most information on one (right or left) set of sidebars or on a master header, with the cbox on the footer.
Otherwise...pretty cool site! Not elitist or pretentious like most Warriors sites. Methinks I'll join. Probably not, because I'm forgetful..buuut...yeah
